For the Drive, there is no such limitation on the number starts per hour, However the limitation could arise from the motor manufacturer's data, thermal class of motor,,,,etc as successive starts/hour greater than those studied by manufacturer could cause motor windings to heat thus you can use a PTC & connect to the drive
Usually the power to the drive is always on & we give start & stop command to the drive so In case you will not do this & will switch on/off the power on the drive by switching on/off the line contactor, it is recommended to wait for 60 seconds which for sure will be more than the motor supplier constraints so it will depend more on the motor manufacturer's constraints .
