Why In NW/NS circuit breaker motor is going to charge when the breaker is going to on but in NSX motor is going to charge when the breaker is going to off ?

It is because of the design constraints that the motor mechanism systems are designed in that way. 
The Charging time is very quick / short and it is a rare case that the power fails when the motor is charging and the operation is incomplete.
