Please confirm for TT System, SGR is to be connected on Neutral or Panel Earth?

Thanks to refer the attached document for a detailed explanation.

We understand that the current transformer SGR (33579) is installed between the LV transformer star point and the ground link, and is connected to the Micrologic 6 trip unit through MDGF Summer to achieve the ground fault protection of the SGR type. Since in the TT system, the star point is earthed near the transformer and earth conductor is not brought in the LV panels, do we need to install the current transformer SGR (33579) outside the panel between transformer star point and the earth?
 
Thanks to be informed that, Yes!
The SGR must be installed outside the panel between star point and the earth. Ensure that it is a PE (Protective Earth) and not a PEN (Combined Neutral and Earth conductor).
